Tribal Consultancy in Environment & Law was founded in 2020 and incorporated in 2021 but we have been active in the research of the law regarding stolen Indian allotments since 2005 #landback. In fact, our legal strategies are cutting-edge and we link the entire landback process to probate, estate planning, and governmental trust obligations owed to Indigenous peoples. Our single mission is to be the most successful, creative, and ground-breaking consulting agency in Washington State. We approach each of our tribal clients and their members with that fresh eye to develop customized, unique strategies.
Though we’ve found that legal research may be necessary and ongoing, our unique approach is highly refined but easy enough for someone interested in representing themselves to implement with our coaching. HELEN NOWLIN
Attorney Principal
Helen is an avid writer and her musings can be located on Medium and on LinkedIn. She acquired a Bachelor of Science in Conservation Biology with a minor in Wildlife Science from the University of Washington, Seattle, and then achieved a Juris Doctorate from Gonzaga University. She has a Master of Law degree in International Environmental Law from George Washington University School of Law.

BRENT COSGROVE

Brent Cosgrove is an enthusiast at the intersection of water/environment and where people live in their communities. He has worked across the public sector and in the water management industry the water and wastewater management sectors. He has consulted in these operations for more than 15 years, providing affordable, cost-effective solutions while he dedicates himself to the achievement of trust and safety.
Brent stays active in water and wastewater communities to remain up to date in cutting edge technological advancements and latest improvements. He has helped write many formal papers on water treatment and water safety. His experience gives him a unique ability to access water treatment plants and situations from a number of different perspectives, enabling him to establish innovative cost-effective solutions that meet or exceed each client or community-specific project goals, compliance, and conservation concerns.
MARY NOWLIN
Independent Consultant
While Helen and Mary are sisters, Mary has benefited from Helen's extensive coaching and legal education. A moving van company in a move Mary was making interstate was threatening to hold her property hostage unless she paid more money. Helen's coaching and knowledge helped her to know how to address the moving company more effectively and cleverly. Once she implemented the suggestions with the aid of her templates, she was able to get the pre-dispute stopped and her property delivered to its destination in a timely fashion. Furthermore, Mary has pursued her legal heirship rights and heirship title to land still held in a non-extinguished restricted allotment that belongs to the Estate of her and Helen's Chickasaw Grandmother who died in 1927.
As a small business owner for 30 years running her own private medical billing service, Mary has worked from the perspective of persons seeking payment from insurance companies but indirectly she has experience in dealing with bureaucracies like those the insurance industry represents. Mary has access to valuable tools to assist those who are interested in updating their heirship title to heirship lands as a matter of succession or to correct illegal acts that may have caused the dispossession of legal heirs. The most interesting thing Mary has learned through her process is updating and correcting her heirship title.
